某单位一位安全科长告诉笔者,某执法部门要求将特种作业人员操作许可证复审间隔时间由国家规定的4年1次改为2年1次,以便他们部门多收些钱,因为他们部门新成立,经济实力不雄厚,希望该科长能够支持配合。呜呼!国家在安全生产法治方面下了许多功夫,尽管取得很大成效,但是“形势仍然非常严峻”。原因固然很多,而执法腐败不能不是原因之一!有些执法部门根本没有把自己的职责认识清楚,他们缺乏职业道德,一心一意想“以法谋私”,把权力转化为“权利”,哪里有心思去真正研究安全生产管理!他们与“三个代表”的差距恐怕是十万八千里!过去,“条条管理”,上级为下级服务,办培训班要求下级来人学习、考试,分文不交,成绩突出的还给奖品以资鼓励。上级真正是全心全意地指导下级搞安全生产管理。下级为了引起上级的重视和关怀,上级来人安全检查时专门把你带到需要资金投入的地方去看,所以,上级进行安全检查,许多时候还要“出点血”,起码是给点“政策”。现在可好,“块块横向管理”,开会掏钱,培训掏钱,办证掏钱,检查罚款掏钱,出事故掏钱,不出事故有隐患也掏钱。有的单位为了躲避“掏钱”,就把有关执法部门当作“鬼子”来应对周旋,安全生产管理越来越差。或者为了少受些干扰,边骂娘边掏钱买“证”,以求人员免去“亲自参加”。这样下去,如何得了?
