Small-world networks are widely regarded as theoretically capable of stimulating creativity and improving overall performance. However, there are not many relevant empirical studies. This research constructs the R & D cooperation network of nine innovative countries and regions, analyzes its small-world features and uses the negative binomial regression model to analyze the impact of its small-world on the overall innovation output. Empirical results show that the shorter average path length and strong small-world, will lead to more innovative output. Then it discusses and analyzes the significance of this conclusion to the formulation of industrial policies, science and technology policies and the location of enterprises in the countries and regions.
