“十三五”是我国大规模新建公租房投入使用的时期,改进存量公租房的运营管理效率是现阶段的主要任务。本文从化解政府债务,优化资源配置和拓宽民间资本的投资范畴两个角度分析了存量公租房引入PPP模式的必要性,从相对稳定的可盈利空间、政府政策支持和充足的民间资本等角度分析其可行性。
“13th Five-Year Plan” is the period when large-scale public rental housing is put into operation in our country. Improving the operational management efficiency of public rental housing is the main task at this stage. This article analyzes the necessity of introducing PPP mode into stock public rental housing from the angle of resolving government debt, optimizing resource allocation and broadening the scope of private capital investment. From the perspective of relatively stable profitable space, government policy support and sufficient private capital, Its feasibility.
