水口水电站是我国引用世界银行贷款兴建、土建工程实行国际招标的工程,目前正处于施工阶段。经过国内外专家的多次咨询、设计复查和设计人员的努力,采用新的技术,压缩了工期。不断改进设计,如岩石开挖采用预裂爆破和垂直边坡,提高导流明渠和引水渠底板高程,简化坝基基础处理,改进进厂交通方式,溢洪道闸墩预应力锚束采用上下游对拉布置,改善了墩体应力,坝内大直径钢管设置弹性垫层等,使工程设计不断优化和完善,取得了较显著的效益。另一方面,也取得了经验,认为对于实行招标的工程,设计优化工作,应在招标文件编制之前完成,否则签约之后,由于受到合同的约束,设计优化将会受到一定的限制。
