常州市中小学整体改革是在教育常态下进行的。其主要思路是:以学生的活动空间为维度,将学校教育划分为课堂教学、校园生活、社区教育三个系统。课堂教学处于整体改革的中心地位,它影响和制约着校园生活和社区教育,具有举足轻重的地位,而校园生活和社区教育则反作用于课堂教学。教学中有教育,活动中有教学。以提高课堂教学的效率和质量为切入部位,全面安排校园生活和社区教育,是常州市中小学整体改革的基本格局和流程。
