本文认为邓小平同志提出的“十六字方针”既包括了静态的法律制度，又包括了动态的法治。作者着重从法治的四条原则和三个前提这两个方面阐释了邓小平同志的法治思想，最后又从个人与制度的关系角度进一步说明邓小平同志对人治的否定和对法治的肯定态度。
This paper argues that the “sixteen-character principle” proposed by Comrade Deng Xiaoping includes both a static legal system and a dynamic legal system. The author focuses on explaining Comrade Deng Xiaoping’s thought on the rule of law from two aspects of the four principles and three preconditions of the rule of law. Finally, he further explains Deng Xiaoping’s negation of the rule of man and affirmation of the rule of law from the perspective of the relationship between the individual and the system.
