必须明确打击犯罪是公安机关主业在当前打击犯罪的警力格局中,从警力配置来看,作为打击犯罪主力军的刑侦队伍,与其承担的任务反差甚大。应当说,面临案件高发的形势,我们普遍地存在破案力量相对薄弱的问题,其突出表现在责任区刑警队侦查破案择易弃难, 侦查工作缺乏连续性和系统性。刑侦部门大幅度增编不现实, 即使翻番增编,刑警电不能包打天下,打击犯罪的工作,只能寻求合成作战模式以提高综合应对能力,这是势在必行。在打击犯罪的工作实践中,由于任务的需要,现有的警种合成作战,有的是自觉的,有的则是被迫的,甚至有的部门依然认为打击犯罪与己无关。所队分设后,刑警队和派出所各司其职,然而,实际上刑侦工作并没有得到公安基础工作的强力支撑,因而打击工作显得苍白无力。历年来,我们针对大要案件组织多警种开展集中排查行动的成功率之所以不高, We must make it clear that cracking down on crimes is the main force of the public security organs in the current pattern of police forces in cracking down crimes.
