从“公平-效率”和“制度内-制度外”两对关系四个维度分别梳理近年来事业单位社会保障方面的相关文献。群体间待遇有失公平易产生新的社会矛盾,但改革后群体内待遇过低则忽略了这一群体的历史贡献,凸显代际不公。统筹层次过低危害制度的内部财务平衡效率,而滞后的改革进程则将影响制度外溢效率,难以促进国家治理能力现代化。围绕这四个维度下的主要观点,本文进一步梳理了解释这一结论的成因和对策文献。最后分析了当前研究的不足,进而提出了未来研究应当着力的方向。
From the four aspects of “fairness - efficiency” and “system inside - system outside”, this paper sorts out the relevant literature on social security in public institutions in recent years. Unfair treatment of groups can easily lead to new social conflicts. However, the under-treatment of the groups within the reform group ignores the historical contributions of this group and highlights the injustices on the intergenerational basis. However, the lagging reform process will affect the efficiency of the spillover of the system and make it difficult to promote the modernization of the national governance capacity. Focusing on the main points of view in these four dimensions, this article further combs the explanation of the causes and countermeasures of this conclusion. Finally, the author analyzes the shortcomings of current research and puts forward the direction that future research should focus on.
