拉美地区对中国的温室气体减排、商品出口增长、资源类商品进口有一定程度的影响。资源类商品供大于求是导致此类商品价格下跌的根本原因,中国不仅稳定了此类商品的国际市场需求,也使拉美地区此类商品的出口量继续保持增长。在中国经济由高速增长转为中高速增长、亚太地区经济一体化进程加速推进、新一轮全球产业结构调整等背景下,中拉经贸合作由“贸易驱动”向“金融驱动”过渡,中国对拉美地区资源类商品的进口需求稳步增长将继续拉动双边经贸合作,中国在拉美地区金融类投资涉及的国家(地区)日益增多,与部分拉美国家成功探索和实施了“贸易+投资+金融”合作模式,金融合作可以使拉美国家普遍受惠。中拉经贸合作是推动亚太自由贸易区建设的重要组成部分,中国GDP每年增加6000~8000亿美元是亚太地区经济一体化的重要基础,拉美地区是中国“一带一路”战略的自然延伸,基础设施一体化是中拉经贸合作的重要物质基础,自由贸易是中拉经贸合作的重要制度保障。中拉产能合作面临着新一轮全球产业结构调整带来的机遇与挑战,在产能过剩和发达国家再工业化的全球背景下,中拉产能合作应集中在资本、技术密集型行业。
Latin America has a certain degree of impact on China’s greenhouse gas emission reduction, the growth of commodity exports and the import of resource commodities. The oversupply of resource commodities is the root cause of the drop in the prices of such commodities. China not only stabilized the international market demand for such commodities, but also continued to increase the export volume of such commodities in Latin America. Under the background of China’s economy changing from high-speed growth to medium-high-speed growth, the acceleration of economic integration in the Asia-Pacific region and the new round of global industrial restructuring, the economic and trade cooperation between China and Latin America has changed from “trade-driven” to “financial-driven” In the transition, China’s steady growth in import demand for resource-based commodities in Latin America will continue to boost bilateral economic and trade cooperation. With the increasing number of countries (regions) involved in financial investment in Latin America, China and some Latin American countries have successfully explored and implemented the “Trade + Investment + finance ”cooperation mode, financial cooperation can make Latin American countries generally benefit. The economic and trade cooperation between China and Latin America is an important part of pushing forward the building of an Asia-Pacific free trade area. An annual increase of 60 to 80 billion U.S. dollars in China’s GDP is an important foundation for economic integration in the Asia-Pacific region. Latin America is a natural extension of China’s “Belt and Road” The integration of infrastructure is an important material basis for China-Latin America economic and trade cooperation. Free trade is an important institutional guarantee for China-Latin America economic and trade cooperation. Cooperation between China and Latin America faces the opportunities and challenges brought about by the new round of global industrial restructuring. Under the global context of overcapacity and industrialized countries in developed countries, bilateral cooperation in capacity-building should be concentrated in the capital-intensive and technology-intensive industries.
