自改革开放恢复“国内保险业务”之后,我国保险市场逐步“恢复与发展”。尤其1995年颁布《中化人民共和国保险法》起,中国保险业发展迅猛,迄今为止皆保持较快发展势头,其“规模”与“实力”不断攀升。保险公司数量亦由一九八零年的1家增至二○一一年的115家,而控股公司与保险集团8家,保险集团的“经营范围”体现“业务多元化”、“管理复杂化”、“竞争白热化”等问题。面对激烈的市场竞争形式,企业管理发挥出应有效用。而预算管理为当下“企业管理”的关键环节之一,尤其全面预算管理为企业实施可长远发展战略目标主要途径,对企业“经营管理能力”的提升,促进“综合盈利水平”发挥不可替代的效用。本文主要阐述保险公司开展“全面预算管理”的主要内容及效用。
