众所周知,人们的生活离不开水,水利是国民经济发展的基础产业,也是保障社会公益性发展的重要标准,因此它起着推动时代发展、社会进步的作用。正因为如此国家在这方面投入了大量的资金,所以管理好这部分资金,使之发挥最大的经济效益和社会效益是水利事业单位的当务之急。但是由于过去体制的原因,水利事业单位改革滞后,导致其财务管理在人员综合素质、预算管理、资产管理、内控监管等方面存在着诸多弊端,已严重地阻碍了事业单位的经济体制改革与发展,所以本人从实际工作出发结合自己的工作经验,就工作中人员管理、预算管理、资产管理等方面存在的问题及加以改进的措施谈谈自己的看法。

Because of this country invested a lot of money in this area, so the management of this part of the funds to make it to maximize economic and social benefits is the top priority of water conservancy institutions. However, because of the past institutional causes, the reform of water conservancy institutions lags behind, resulting in many drawbacks in financial management such as the overall quality of personnel, budget management, asset management and internal control, which have seriously hindered the reform and development of the economic system in public institutions. , So I start from the practical work combined with my own work experience, on the work of personnel management, budget management, asset management and other issues and improve measures to talk about their own views.
