简要回顾了美国联邦政府支持联邦公路项目、公共交通项目及都市交通计划的历史,并介绍了能力建设和机构建设等内容。1964年之前,美国一直认为城市公共交通是私有部门盈利行业,属于地方责任,联邦政府没有对公共交通投入资金。直到1964年《城市公共交通法》的出台,联邦政府开始认识到国家经济社会和环境的健康发展离不开城市公共交通的高效运行。2010年美国联邦陆路交通项目资金共约500亿美元,其中105亿美元用于公共交通。
Briefly reviewed the history of the federal government support federal highway projects, public transport projects and urban transport planning, and introduced the capacity building and institutional construction. Before 1964, the United States always considered urban public transport as a profitable sector of the private sector, a local responsibility, and the federal government did not invest in public transport. Until 1964, “the city public transport law” was introduced, the federal government began to realize that the healthy development of national economy, society and the environment can not be separated from the efficient operation of urban public transport. In 2010 the federal federal land transport project funds total about 50 billion US dollars, of which 10.5 billion US dollars for public transport.
