集体化时代,国家与乡村社会之间并非单向的控制关系,农民会以种种不合作行为对国家权力的干预进行抵制,并可能促发国家政策的调整。在全能主义政治体制中,广大农民微弱而坚韧的抵制行为在某种程度上承担了替代性的利益表达和政治参与功能,也对党的农村政策发挥了制衡和纠偏的积极作用。
In the era of collectivization, the relationship between the state and the rural community is not a one-way control. The peasants will boycott the intervention of state power through all kinds of uncooperative behavior and may prompt the adjustment of national policies. In the totalitarian political system, the flimsy and tenacious boycott behavior of peasants has assumed alternative functions of interest expression and political participation to a certain extent, and has also played a positive role in countervailing and correcting the party’s rural policy.
