本文认为，在转变增长方式的过程中，如果无视中国的基本国情，片面强调快速发展大规模的资本、技术密集型产业，则一方面会加大自然资源和资本的供给缺口，使经济发展与生态环境的关系更加紧张；另一方面会导致大量失业，影响社会稳定，从而损害可持续发展的社会基础。因此，我国的经济增长方式的转变应立足于可持续发展的高度，确立合理的技术结构；同时加快制度创新步伐，为增长方式的顺利转变提供制度保证
This paper argues that if we ignore the basic national conditions of China and emphasize the rapid development of large-scale capital and technology-intensive industries in the process of transforming the mode of growth, on the one hand we will increase the supply gap between natural resources and capital so that economic development and The ecological environment is more tense; on the other hand, it will lead to massive unemployment, affecting social stability and undermining the social foundation of sustainable development. Therefore, the transformation of our country’s economic growth mode should be based on the height of sustainable development and establish a reasonable technological structure; at the same time, we should accelerate the pace of institutional innovation and provide a system guarantee for the smooth transformation of the growth mode
