The Czech CKL locomotive factory in Prague, Czech Republic, completed an improvement of the CME3M diesel locomotive which had been subjected to operational tests in Czechoslovakia and the Soviet Union. The running tests of these diesel locomotives first confirm the prominent advantages of resistance braking in reducing the brake shoe replacement amount and thereby reducing the operating cost and the superiority of electronic control in optimizing the control process and reducing the fuel consumption during operation . In addition to using this type of diesel locomotive braking, but also has some other modern features, such as diesel engine cooling system using preheating, resistance braking control using electronic technology. Two prototypes were made in 1984. Based on the evaluation of the results of the basic tests, it was possible to make some necessary improvements to them and to the Soviet Union for traction operation in January 1985. The first batch of 20 such diesel locomotives was completed by the end of 1985. Another batch of 50 such modified diesel locomotives was delivered by the end of 1986.
