Shanghai and New York are the first major cities in China and the United States respectively. Despite their different social and natural environments, both cities share a common trajectory. By comparison, Shanghai is inferior to New York in terms of the construction and utilization of cultural facilities, the protection and innovation of cultural resources, and the development of cultural industries. The main reason is the low economic level, the dwarfed cultural status, the outdated management system, and the conservative concept of “keeping a good position”.
