今年九月裹有一天南斯拉夫駐羅馬尼亚大使館代辦劉博米爾·赫爾尼亞克、參只德米特里·巴夫洛維奇和符拉基米爾·馬利奇等三人,藉口到葉福利亞療養地去旅行,進入了黑海邊境地區。他們在這裹尋找有軍事意義的對象,並且用照相機把它拍攝下來。從布加勒斯特到康斯坦薩去的火車上的乘客們向他們提了意見,说在這個地區裹是禁止攝影的,這些鐵托的外交人員竟報之以谩駡。乘客們祇好去把人民警察叫來。人民警察要求他們停止攝影,並且把膠捲交出來,竟也受到了他們的侮辱。后來羅馬尼亞外交部也要求他們把拍攝過的膠捲交出來,他們的熊度依然驕横無比。鐵托的代辦赫爾尼亞克不把底片交出來而拿一些没有用過的膠捲送到外交部去。
