美解除对南联盟的经济制裁 1月19日,美国总统克林顿发布了他卸任前的最后一道行政命令,宣布解除美对南斯拉夫联盟的贸易和经济制裁。克林顿在通知美国会领导人有关这一决定的信中说,南联盟总统科什图尼察领导的“和平民主过渡已经开始”,在此情况下他决定解除对南的贸易和经济制裁。但是,这项决定对南联盟前总统米洛舍维奇等部分南前政府官员及其家属无效。美国务院发言人包润石说,美国将继续对这81名南斯拉夫人采取制裁措施,禁止他们获取美国签证、与美国银行进行业务往来或与美国公司开展任何贸易。
U.S. Lifts Economic Sanctions against Yugoslavia On January 19, U.S. President Clinton released the last administrative order before his departure and announced the lifting of U.S. trade and economic sanctions against the Federal Republic of Yugoslavia. In a letter informing the leaders of the U.S. assembly about this decision, Clinton said that “the transition to a peaceful democracy has begun” led by Yugoslav President Kostunica, in which case he decided to lift the trade and economic sanctions against the South. However, this decision is null and void for some former South Govt. Officials and their families, including Milosevic, former president of the Federal Republic of Yugoslavia. U.S. Department Spokesman Bob Arnell said the United States will continue to impose sanctions on the 81 Yugoslavia people and prohibit them from obtaining visas to the United States, doing business with U.S. banks or conducting any trade with U.S. companies.
