新世纪领导干部选拔,首先必须确立新的德才评价标准,使之与当前的经济发展需要相适应;其次应完善人才选拔机制,使优秀人才脱颖而出,成批涌现。这包括:好中择优的筛选机制;优化资源配置的调控机制;公正科学的考评机制;进退有序的滚动机制;行之有效的增能机制。
In the new century, the selection of leading cadres must first establish a new evaluation criterion for moral qualifications so as to meet the needs of the current economic development. Second, we should perfect the mechanism of talent selection so that outstanding talents can emerge in batches. This includes: selection of good and excellent screening mechanism; optimization of resource allocation and control mechanisms; impartial and scientific evaluation mechanism; advance and retreat of the orderly rolling mechanism; effective mechanism to increase energy.
