现有危机管理将注意力大多放在危机的事前预防、事中应对、事后恢复之上,而却忽视了社会性公共危机中所蕴含的能够触发行政体制改革的契机。行政体制的改革十一个长期的过程,其中涉及到多方利益关系的重新分配,这也是体制改革难以启动的原因。而社会性公共危机的发生则会提前消弭改革的阵痛,是触发体制改革开启的绝佳契机。
The existing crisis management mostly focuses on the precautionary measures of the crisis, the emergency response and the post-recovery, but neglects the chances of triggering the reform of the administrative system in the social public crisis. The eleven long-term process of the reform of the administrative system, which involves the redistribution of multi-stakeholder interests, is also why the reform of the system is difficult to start. However, the occurrence of a social public crisis will eliminate the pain of reform in advance and be an excellent opportunity to trigger the opening of the system reform.
