概述了我国造纸工业“九五”的成就，提出了在全球化的总趋势和我国即将加入ＷＴＯ的新形势下，持续、健康发展我国造纸工业应该认真关注的问题：大力发展木材造纸，充分利用废纸原科；解决污染治理问题，使废水达标排放，做到清洁生产；抓好产品结构和企业规模结构调整；提高企业自身素质和竞争能力，落实和解决造纸工业发展的建设资金。
The paper summarizes the achievements of China’s papermaking industry during the Ninth Five-Year Plan, and puts forward the issues that should be seriously concerned about the sustainable and healthy development of China’s paper industry under the general trend of globalization and China’s imminent accession to the WTO. Waste paper original branch; Solve the problem of pollution control, make the waste water meet the standard discharge, achieve clean production; do a good job of product structure and enterprise scale restructuring; improve the company’s own quality and competitiveness, and implement and solve the paper industry development funds.
