本文以批判眼光审视联合国开发署所采用的人文发展指数,首先就何为人文发展、人文发展指标以及机构制度背景作出界定,就中指出所应强调的是选择、机会和能力而非获得商品和服务。继而为处于不同发展阶段的国家分别追加指标。文中列举八点理由,论证一般的人文发展指数(HDI)概念何以要比人均国民收入更为适用,列举六条推进人文发展的理由,同时指出其中有两条理由可能在不同派别之间引起争议:人道主义者以人本身为目的,而人力资源开发学派则把人当作提高生产力的手段;两者之间显然存在着矛盾。文中提到了可能引起冲突的七个方面。最后,文章对自由和人权指数与HDI的关系进行了探讨。 Looking critically at the human development index used by the United Nations Development Program, this paper first defines what is the context of human development, human development, and institutional institutions. It points out that what should be emphasized is the choice, the opportunity and the ability rather than the acquisition of goods and service. Then, the countries at different stages of development are respectively assigned additional indicators. The article cites eight reasons why demonstrating the general concept of HDI is more applicable than the per capita national income, listing six reasons for promoting humanistic development and pointing out that there are two reasons why it may cause controversy among different factions: Humanitarian aims at human beings themselves, while the school of human resources development treats human beings as a means of raising productivity; there is obviously a contradiction between the two. The article mentions seven aspects that may give rise to conflict. Finally, the article explores the relationship between HDI and HDI.
