过往有关地方政府竞争对于环境污染影响的研究存在两大缺陷:第一,很多研究没有考虑使用空间计量模型,从而导致无法对地方政府的竞争进行很好的计量描述;第二,在使用了空间计量模型的研究中仅仅关注地方政府间针对FDI的竞争,而忽略了针对环境规制所导致的污染排放量竞争。本文通过将被解释变量(污染排放量)的空间滞后引入解释变量的做法,来描述政府间针对环境规制所导致的污染排放量竞争。通过参数估计,我们发现这种竞争确实存在,同时针对FDI的竞争也是存在的,并且一系列的控制变量符号均符合我们的理论预期。最后,针对实证结果,本研究解读了相应的政策含义。
In the past, there were two major pitfalls in the study of the impact of local government competition on environmental pollution. First, many studies did not consider the use of spatial econometric models, leading to a poor measurement of local government competition. Second, The econometric model only focuses on the competition among local governments for FDI, but neglects the competition for pollution emissions caused by environmental regulation. This paper describes the competition among governments for environmental pollution caused by environmental regulation by introducing the spatial lag of explanatory variables (pollution emissions) into the explanatory variables. Through the parameter estimation, we find that this kind of competition does exist, and the competition against FDI also exists, and a series of variables of control variables are in line with our theoretical expectation. Finally, for the empirical results, this study interprets the corresponding policy implications.
