我们不得不承认:在我们的周围确确实实生存着这样一群人,专门负责替人讨债、商务调查、追踪花心丈夫、从事诉前取证调查以及寻人寻物等,人们在私下里称其为“私人侦探”。之所以私下里称之,是因为早在1993年公安部就下发过一个通知(即“91号通知”),明确宣布“私人侦探”实属非法。为了探讨方便,本文依从大众习惯,同时也为了与国际接轨,仍然称其为“私人侦探”。 We have to admit that there really exists a group of people around us who specialize in collecting debts, conducting business surveys, tracing Faithful husbands, conducting forensic investigations and searching for things, privately calling them “Private Detective.” The reason why it is privately stated is that as early as 1993, the Ministry of Public Security issued a circular (Circular 91) that clearly declared “private detective” as illegal. In order to explore the convenience, this article is based on the public’s habits, but also in line with international standards, still referred to as “private detective.”
