教育是人发展的基础,平等地享有相同的义务教育条件是每一个公民的权力,也是政府的职责。在明确了以中央政府和省级政府为投资主体的前提下,解决民族地区县域内义务教育发展不均衡问题是县级政府义不容辞的责任。我国西部少数民族地区义务教育在县域内不均衡发展问题还大量存在,急需探索解决之道。 Education is the basis of human development. Equal access to the same conditions of compulsory education is the power of every citizen. It is also the responsibility of the government. Under the precondition that the central government and provincial governments are the main investors, it is incumbent on county governments to solve the problem of unbalanced development of compulsory education in counties in ethnic areas. The problem of unbalanced development of compulsory education in ethnic minority areas in western China still exists in large quantities and it is urgently needed to find solutions to this problem.
