单纯依赖行政机关管理的食品安全监管传统模式已显示出很大的局限性,必须实行以政府机关为核心,全面整合社会管理力量的公共管理模式。在公共管理的语境下,中国食品安全监管存在行政管理部门之间、行政管理部门与社会舆论之间缺乏必要的协调,行政管理部门起不到应有的主导作用,很多食品经营者无视法律监管等问题,其产生的原因是食品安全行政上的多头管理、地方保护主义、缺乏法定的协调渠道、行业自律性差等,因此必须从公共管理理念的数量、法律的完善、食品行业自律能力的加强,以及消费者组织的加强等方面入手,才能全面整合和协调包括以媒体为代表的社会舆论、食品行业自身以及消费者在内的监督管理的社会力量,提升食品安全监管的效能。
