打开前不久出版的、厚厚的《中华人民共和国信息产业法规汇编》（简称《法规汇编》）,跳入眼帘的不仅仅是那密密麻麻的、一个个带有文号的国务院、信息产业部的文件,更主要的是从这些文件的字里行间,看到了中国电信业改革发展的历史画卷。此画卷虽看不到刀光剑影的激战,闻不到战火硝烟的气味,却映射出中国电信业改革发展那不寻常的历程和脉络。 近几年来,由于政策、法规的频频出台,加速了我国电信业的健康成长和快速发展,致使信息产业（电信业包括在信息产业里,而且在其占有很大的比重）成为我国的第一支柱产业。
The thickly published “Compilation of Information Industry Regulations of the People’s Republic of China” (the “Compilation of Laws and Regulations”), which was published shortly before the opening, not only drew attention to the numerous and densely populated State Department and Ministry of Information Industries Documents, more importantly, from the lines of these documents, we can see the historical picture of the reform and development of China’s telecom industry. Although this picture can not see the fierce combat swords, smell the smoke of war, but it reflects the reform and development of China’s telecommunications industry that unusual course and context. In recent years, with the frequent introduction of policies and laws and regulations, the healthy growth and rapid development of China’s telecom industry have been accelerated. As a result, the information industry (including the telecommunications industry, which occupies a large proportion) has become the first in China Pillar industry.
