我国政府承诺,在加入世贸组织后三到五年的时间内,逐步取消外商从事商品流通经营的一切限制,除极个别商品外,外商可以从事各种商品的零售、批发、代理和特许经营,可以合资合作,也可以独资经营,对外商商业企业的地域和数量限制也将逐步取消。这意味着本来已是买方市场的商业零售业的竞争将更加激烈。其实,在国内的一些大城市,近几年来,名列全球500强的零售业巨头们都已通过各种途径进入我国,美国沃尔玛、法国家乐福、德国麦德龙、荷兰万客隆、日本伊藤洋华堂等企业不仅抢滩成功,而且取得很大发展。1999年家乐福在中国内地销售总额超过60亿,竟超过国内零售亚军华联超
The Chinese government promises to gradually remove all restrictions on foreign businesses engaged in commodity circulation during the period of three to five years after joining the WTO. Except for very few commodities, foreign companies may engage in the retail, wholesale, agency, and franchise operations of various commodities. Joint ventures and cooperation may also be conducted, and sole proprietorships may also be established. The geographical and quantitative restrictions on foreign commercial enterprises will also be gradually phased out. This means that the competition in the commercial retail industry, which is already a buyer’s market, will become more intense. In fact, in some major cities in China, in recent years, the retail giants of the world’s top 500 have entered China through various channels. The United States Wal-Mart, France National Carrefour, Germany’s Metro, Dutch Wankelong, Japan Ito Yoshiharu Hall and other companies not only succeeded in the beach but also achieved great development. In 1999 Carrefour sold more than 6 billion in mainland China, surpassing domestic retail runner-up Hualian Chao.
