市场经济条件下的企业竞争,实际上是知识的竞争和技术的竞争。企业要发展、要生存主要靠什么?我认为主要还是靠人,靠不但具有较高的思想素质,而且还要具备能够熟练地掌握各种劳动技能、适应企业发展、技术素质较高的技术工人队伍。但是,从我们企业当前职工队伍特别是青工队伍的技术构成看,确实还不具备参与激烈竞争的实力,尤其是存在“一高一低”的反差现象,直接制约着工作的创新。“一高”是指近几年来随着许多老职工的不断离退,职工队伍的年龄结构有所下降,而职工的文化程度有了较大幅度的提高;“一低”是指由于年轻职工参加工作时间短,实际操作经验不足,再加上一些职工受社会各种不良因素影响,学业务、学技术的积极性不太高,使队伍的整体技术素质比以前有所降低。
