四川省卫生协会最近组织调查组,对本省17个市县的60所乡镇卫生院上划县管理情况进行实地调查,发现卫生院上划后存在五个方面的问题有待解决。按照中央和省政府要求,四川各地把乡镇卫生院的人员、经费、业务等划归县级卫生行政部门管理后,改变了过去部分县乡财政对乡镇卫生院“零投入”的状况,新型农村合作医疗和公共卫生有了可靠的载体。据了解,调查的17个市县现已建成政府举办的乡镇卫生院513个。但是,乡镇卫生院上划管理后仍存在以下突出问题:
