公证事业在快速发展的过程中出现了一些不和谐的矛盾和问题,发展导向出现偏差,部分公证处和公证员片面追求经济效益,内部分配采用单一的业务收费与个人收入直接挂钩的分配模式即为问题之一。笔者作为司法行政机关审计人员目睹了这种分配制度的危害和种种弊端,认为公证员的薪酬问题应引起有关部门的重视,有必要对公证员的薪酬进行重新设计。文章就公证员薪酬设计的必要性、应坚持的原则以及具体内容和标准进行了探索和思考。
In the process of rapid development, notarized contradictions and problems appeared in notarized undertakings. Deviations in the development orientation led to the one-sided pursuit of economic benefits by some notarial offices and notaries. The distribution pattern in which the single distribution of business charges and personal income is directly allocated One of the problems. The author, as the auditor of the judicial administrative organ, has witnessed the harms and drawbacks of this distribution system. He believes that the issue of the notary’s salary should draw the attention of relevant departments and it is necessary to redesign the notary’s salary. The paper explores and thinks about the necessity of the design of notary public pay, the principles to be adhered to and the concrete content and standards.
