公务员培训是提高公务员素质的一项有效措施。要使培训收到预期效果,关键在于改进培训的内容和方法。笔者结合近几年对新录用公务员的初任培训工作中的教学实践,就初任培训的内容和方法作一个初步的探讨。 一、初任培训的教学内容 初任培训的内容问题,也就是初任培训学什么的问题,这一问题解决得当与否,直接影响初任培训的目的与性质,质量与效果。 初任培训教学内容的设置,是与五个方面的因素相联系,或者说受五个因素制约的,取决于五个方面的情况:
