伴随中国城市化进程的加快,城市可利用的土地资源严重不足,成为制约房地产市场发展的瓶颈。小产权房的出现,从一定程度上缓解了现存的购房压力,但也引发了深层次的制度问题。2012年国家开始针对小产权房展开试点整治工作。在此背景下本文围绕小产权房的治理难题,从概念界定、产生原因、利益冲突和治理措施等四个方面进行了系统研究。
With the accelerating process of urbanization in China, the available land resources in cities are seriously insufficient and become the bottleneck restricting the development of the real estate market. The emergence of small property room, to some extent, to ease the existing pressure on the purchase, but also triggered a deep-seated institutional problems. In 2012, the state started to pilot pilot projects for small property houses. Against this background, this article focuses on the governance problems of small property houses, and systematically studies them in four aspects: concept definition, causes, conflicts of interests and governance measures.
