深圳市罗湖区经过几年不懈的努力,如今国有资产已经成功地退出了竞争领域。干净、平稳、有效、安全地退出,成为罗湖区国有企业改制的鲜明特色。干净,就是不留尾巴,员工、收购者都满意;平稳,就是改制涉及到的1500多员工,妥善得到分流安置;有效,就是企业能够立即融入到市场竞争中求发展,企业效益、员工收入、政府税收都有增长;安全,就是不逃避债务,在改制中有效地解决历史遗留问题。国有资产的成功退出,使罗湖区原来高达10.1亿的贷款担保,已消化解决了7个多亿,贷款担保所形成的债务风险已经得到化解,同时使国有资产在量上有了增长,在质上有了提高。罗湖区国有资产成功退出竞争领域,给我们留下宝贵的经验和有益的启示。
After several years of unremitting efforts in Luohu District, Shenzhen, state-owned assets have now successfully withdrawn from competition. The clean, stable, effective and safe exit has become a distinctive feature of the restructuring of state-owned enterprises in Luohu District. Cleanliness means no tail, employees and acquirers are all satisfied. Smoothness means that more than 1,500 employees involved in the restructuring will be properly diverted and resettled; effective, that is, enterprises can immediately integrate into market competition for development, corporate profits, and employee income. The government tax revenue has grown; safety, that is, it does not evade debt, and effectively solves the problems left over by history in the system reform. The successful withdrawal of state-owned assets has resulted in an original loan guarantee of 1.01 billion yuan in Luohu District, which has been digested and solved more than 7 billion yuan. The debt risk formed by loan guarantees has been resolved, and the state-owned assets have increased in quantity. There has been an improvement. The state-owned assets in Luohu District successfully withdrew from the field of competition, leaving us valuable experience and useful inspiration.
