新公共管理理论出现以及实践之后,各国的公共服务提供机制也出现了巨大的变化,各种不同的理论争相出现,犹如雨后春笋一般。本文主要介绍其中的新公共服务理论。新公共服务理论是由以罗伯特·登哈特为代表的行政学者提出的,旨在强调公民在公共行政系统中所扮演的角色,在公共行政中的政府角色、价值追求和效率观等方面形成了整体性的观点。~[1]新公共服务理论所蕴含的的人本主义、政府的责任和作用、服务意识以及以公民为本的思想理念对正处于转型关键期的中国政府来说具有深刻的启示作用。
