本文通过对森林资源的产权约束、中国林业的管理障碍以及生态资产评估等问题的分析，提出了中国林业的改革不仅是一个体制调整问题，同时还受到诸多制度因素的约束。
Based on the analysis of the restriction of the ownership of forest resources, the management barriers of China’s forestry and the assessment of ecological assets, this paper proposes that the reform of China’s forestry is not only a problem of system adjustment but also constrained by many institutional factors.
