基于DEA模型,构建供地控制指标引导产业碳排放效率分析的投入产出指标,并计算得到杭州市26个产业部门的总效率、技术效率与规模效率。结果表明:供地控制指标引导产业碳排放的总效率普遍较低,其中仅通信设备、计算机及其他电子设备制造业为1;供地控制指标引导产业碳排放的技术效率相对较理想,其中11个行业的技术效率为1;供地控制指标引导产业碳排放的规模效率无效是导致总效率无效的主要原因,规模效率较高的产业部门主要分布于资本与技术密集型行业。针对效率上的缺陷,对25个行业进行低碳引导产业碳排放的供地投入产出优化,并根据资本与技术密集型、资本密集型、劳动密集型行业的不同特征,设计低碳引导产业碳排放的供地策略,从而促进不同产业部门低碳转型。
