Cement ship was a major force in the water transport market, which made due contributions to the revitalization of the shipping industry. However, due to many inherent defects in the cement ship, the potential safety hazards of the ship have greatly increased. During the “Ninth Five-Year” period, a total of 406 cement-water traffic accidents occurred in the navigation area of Jiaxing City, killing 67 people and 73 shipwrecks, accounting for 69% and 88% respectively of the city’s water traffic accidents.
