海洋是一个占地球表面积71%的资源大宝库,随着陆域资源开发利用的日趋饱和,世界许多国家都相继把开发目标投向海洋。1969—1980年这12年间,世界海洋经济总产值增长了20倍,已占世界经济总产值的5%,1990年已超过6700亿美元,预计到2000年将上升到16%。而我国80年代末海洋产业总产值只占国民经济总产值的1.7%,到1993年我国主要海洋产业总产值虽已超过1000亿元,但海洋资源的开发利用仍处于起步阶段。因此,我国面临着一场十分激烈的世界性竞争,形势十分紧迫。
The ocean is a treasure trove of resources that account for 71% of the Earth’s surface area. As the development and utilization of land resources become more and more saturated, many countries in the world have successively devoted their development goals to the oceans. During the 12 years between 1969 and 1980, the world’s marine economic output increased 20 times, accounting for 5% of the world’s total. In 1990, it exceeded 670 billion U.S. dollars and is expected to rise to 16% by 2000. The total output value of marine industry in the late 1980s accounted for only 1.7% of the national economy. By 1993, although the total output value of major marine industries in China exceeded 1,000 billion yuan, the development and utilization of marine resources are still at an initial stage. Therefore, my country is facing a very fierce worldwide competition and the situation is extremely pressing.
