目前,我国公路建设业主多为行政主管部门指定的机构,其管理人员来自四面八方,知识结构各异,对项目管理缺乏经验,因此在项目管理中仍存在着一些不规范的做法,主要表现在: (1)提前工期。由于有的业主前期工作不到位,工程不能如期或正常开工,工程开工后,出于某种原因又片面地强调工期,因此提前工期的现象仍然普遍存在。由于提前工期,不仅使企业的施工成本增加,而且很容易造成工程质量隐患。 At present, most owners of highway construction in our country are designated agencies of the administrative departments.
