This paper analyzes and studies the foreign curriculum development model to explore the theoretical source for the mode construction of school-based curriculum development in rural primary and secondary schools in Northwest China. The construction of school-based curriculum development model in rural primary and secondary schools in Northwest China should follow the selection and organization from the goal establishment to the curriculum content, Course evaluation process and procedures.
