本文对中拉通过国际产能合作共同推动拉美通信基础设施发展的动因、进展及问题进行了分析。本文认为,发展通信产业有助于推动拉美国家实现经济转型和社会公平。近年来,拉美通信产业取得了很大的进步,但仍然存在着电信业务普及率低、区域发展不平衡等问题。通信基础设施薄弱成为制约拉美通信业发展的关键因素,拉美地区必须在通信基础设施领域进行持续的高强度投资。中国和拉美国家在通信产业领域有着很强的互补性。拉美地区有着发展通信基础设施的强烈愿望,而中国通信产业具备较强的国际竞争力。通信基础设施建设为中拉通信产能合作提供了切入点和抓手,产能合作也有利于拉美通信基础设施建设获得必要的设备供应、技术支撑和资金支持。中拉正在通信行业全产业链上展开深入合作,双方的合作模式也日趋多样化,中资金融机构为拉美通信基础设施建设提供了重要的融资支持。但双方的合作也存在着融资方式比较单一,资金来源不够多元化等问题,文章对此提出了若干对策建议。 This article analyzes the motivation, progress and problems of China Latin America’s cooperation in promoting the development of Latin American communications infrastructure through international capacity cooperation. This article argues that the development of telecommunications industry will help Latin American countries to achieve economic restructuring and social equity. In recent years, the communications industry in Latin America has made great strides, but there are still some problems such as the low penetration rate of telecommunications services and the imbalance in regional development. The weak communications infrastructure has become a key constraint on the development of Latin America’s telecommunications industry and Latin America must make sustained, high-intensity investments in the communications infrastructure. China and Latin American countries have strong complementarities in the communications industry. Latin America has a strong desire to develop its communications infrastructure, while China’s telecommunications industry has strong international competitiveness. The construction of communications infrastructure provides the starting point and the starting point for the cooperation in capacity building between China and Latin America. Capacity cooperation is also conducive to obtaining the necessary equipment supply, technical support and financial support for Latin American communications infrastructure construction. China and Latin America are conducting further cooperation in the entire industry chain of the telecommunications industry. The cooperation models of both sides are also becoming increasingly diversified. Chinese financial institutions have provided important financing support for Latin American communications infrastructure construction. However, there are also some problems in the cooperation between the two parties, such as a simple financing method and insufficient funding sources. Several countermeasures and suggestions are put forward in this article.
