1 基本情况及设计过程三义寨引黄供水工程是1958年兴建的大型引黄灌区,控制灌溉面积23.67万hm~2,范围涉及开封、商丘两市7县2区。1992年以前,该工程经过多年的反复演变,已形成一定的工程布局,断断续续地在农业灌溉等方面发挥了一定教益,但由于无沉沙设施,造成多数渠道淤积,加之无统管机构,因而工程远未发挥设计效益。1984年以来,河南省水利学会、省水利厅多次组织专家对该工程进行多学科的论证和现场考察。但商丘地处供水区下游,受引水口、沉沙位置以及自然地面坡降等条件限制,加之输水工程大部分需经兰考县境内,使方案更加复杂化。为加快引黄步伐,尽快开发利用该工程,1992年3月,省水利厅要求河南省水利勘测设计院在历年不同单位所做方案基础上,取长补短,补充优化,通过技术经济比较,提出推荐意 1 The basic situation and design process Sanyi Village Yellow River Water Supply Project is a large-scale irrigation project in 1958 with irrigated area of ​​236,700 hm 2, covering 7 districts and 2 districts of Kaifeng and Shangqiu. In order to speed up the pace of the Yellow River Diversion and to develop and utilize the project as soon as possible, in March 1992, the provincial Water Resources Department requested Henan Province Water Conservancy Survey and Design Institute to make suggestions based on the plans made by different units over the years.
