西方发达国家以“重塑政府”为旗号进行了大刀阔斧的政府改革。这一改革的主要内容是推进政府绩效管理,提高政府工作人员的服务意识,重视顾客导向理念。在中国,随着政府目标责任制的推行,政府绩效管理也越来越引起理论界和实践界的重视。如何运用这一理论从政府绩效评估主体的角度出发,梳理我国政府绩效评估主体的历史变迁过程,分析如何设立合理的政府绩效评估主体为建立健全政府绩效评估体系与管理机制服务。
The developed western countries carried out a drastic government reform under the banner of “reshaping the government.” The main content of this reform is to promote government performance management, improve the sense of service government workers, pay attention to customer-oriented philosophy. In China, with the implementation of the government’s target responsibility system, government performance management has drawn more and more attention from theorists and practitioners. How to apply this theory from the perspective of the main body of government performance appraisal, combing the historical vicissitude of the main body of government performance appraisal in our country, and analyzing how to set up a reasonable main body of government performance appraisal in order to establish and improve the government performance appraisal system and management mechanism.
