建立长效的公安队伍管理机制，是当前各级公安机关亟待解决的重大课题。浙江省永嘉县公安局紧密结合“三项教育”活动，在全局范围全面推行执法规范、警务规范和服务规范，实现了公安工作和公安队伍建设的重大突破。“三大规范”是建立长效的公安队伍管理机制的一种有益探索和尝试，对公安队伍的正规化、规范化建设起到了重要的推动作用。
Establishing a long-term mechanism for managing public security forces is a major issue urgently solved by the public security organs at all levels. The Public Security Bureau of Yongjia County, Zhejiang Province, in close connection with the “Three Education” activities, comprehensively implemented law enforcement norms, police norms and service standards on a global scale and achieved a major breakthrough in public security and public security contingent building. The “Three Norms” is a useful exploration and attempt to establish a long-term management mechanism of public security forces and plays an important role in promoting the standardization and standardization of public security forces.
