我国专业化的物业管理正处于起步阶段,人们在关注业主权利的同时,忽略了非业主使用人在物业管理中的作用和地位。住房制度的改革导致实践中产生了大量使用公房的非业主使用人,在政府即将退出物业管理产业并引导和推行专业化物业管理的过程中,他们和一般的物业使用人在物业管理中将处于何种法律地位,有待我们进一步探讨。
