本文对我国企业“内耗”的体制因素进行了初步分析,并分别提出了治理对策。作者认为,企业中机构重叠、职责不清产生了内部摩擦;干部的多头委派造成人际关系复杂,难以发挥最佳效能;党政关系不顺,引起领导不和谐,难以确立厂长的中心地位;用工制度不善、过多冗员引起了各种人际纠纷;利益分配上的弊病也导致各种矛盾。这些都是造成企业“内耗”的体制性根源。作者就这五个方面有针对性地提出了具体改革对策。
This paper makes a preliminary analysis of the institutional factors of the “internal consumption” of Chinese enterprises, and proposes countermeasures. The author believes that the overlapping of organizations and the unclear responsibilities of the company have created internal frictions; the long appointment of cadres has caused complex interpersonal relationships and it is difficult to achieve optimal efficiency; the party and government have not been harmonious, leading to disharmonious leadership and difficulty in establishing the central position of the factory manager; The poor employment system and excessive redundancy have caused all kinds of interpersonal disputes; the ills in the distribution of benefits also lead to various contradictions. These are the institutional causes of the “internal consumption” of the company. The author put forward specific reform measures on these five aspects.
