安全目标管理的运用,是企业实现管理现代化,优化企业素质的重要途径之一。我局自1988年在所属企业推行安全目标管理以来,基本上杜绝了重大人身伤亡事故、重大火灾事故和重大设备事故。全县二轻系统的生产发展和经济效益分别以25%和15%的速度递增。 1.基本做法 (1)分析现状,制定安全目标体系。各企业根据行业的不同特点,每年都对企业安全生产现状,组织人员进行调查分类,摸清底细后,制定一年的安全目标,层层分解,形成主管局、企业、车间、班组和个人安全目标体系。 (2)加强领导,建立、落实保证体系。实现安全目标管理,一定要抓好组织落实工作。首先要抓机构的建立。局、厂、车间各成立了领导机构,分别由局主管领导、
