行政人员既要追求自身利益又要谋求公共利益,常常会因为个人利益和公共利益的冲突、权力和责任的冲突、政策制定的冲突,使其在不同道德价值选择中不知所从。基于此,侧重分析了造成冲突的客观原因和主观原因。并对角色冲突的化解提供途径,提出行政人员应通过外部监督约束和服务精神的内化以及行政人格的独立走出困境。
Administrative staff not only pursue their own interests but also seek the public interest, often because of personal interests and public interests conflicts, conflicts of powers and responsibilities, policy-making conflicts, so that they do not know the different moral value choice. Based on this, we focus on analyzing the objective causes and subjective causes of the conflicts. And provide a way to resolve the conflict of roles. It is suggested that administrators should get out of their predicament through the external supervision and restriction, the internalization of service spirit and the independence of administrative personality.
