西方国家在政府重塑运动中提出的建立“以顾客导向”的公共服务的公共部门的观点,为中国提出构建服务型政府提供了理论渊源。有效率、效能的服务型政府提供公共服务时,需要服务对象的主动参与,而不仅是被动接受。因此,只有不断地改进和完善公民参与,依法明确并保障公民参与政府公共管理的途径、机制和基本程序,才能破除构建服务型政府过程中的障碍性因素,有效地参与政府公共管理。
The viewpoints of the public sector in establishing the “customer-oriented” public service put forward by the Western countries in the government remodeling movement have provided theoretical sources for China to set up a service-oriented government. Efficient, efficient service-oriented government to provide public services, the need for the active participation of clients, not just passively accepted. Therefore, only by constantly improving and perfecting citizen participation, clarifying and guaranteeing citizen’s participation in the ways, mechanisms and basic procedures of government public administration can we remove the obstacles in the process of building a service-oriented government and effectively participate in government public administration.
